[...] You should take into account that there will be stillborn Co-operatives, created not for the purpose of production according to the spirit of the law, but for the easy acquisition and deliberate appropriation of funds which otherwise the members of the above would not be able to acquire. These Co-operatives, it goes without saying, must not be protected, not only to prevent possible losses, but mainly because they will be a bad precedent and will create unfavourable concepts about the possibility of this institution thriving in the current social composition of the urban population.

You should assist materially and morally only the sane organizations, directing them to a progressive achievement of the task undertaken, since our wider moral and economic support of urban Co-operativism will depend on the successsful outcome of this task, the successful development of which we hope will lead not only to improvement in the general economy of the country but also the gradual resolution of various labour problems which at present are annoyingly preoccupying our society [...].
